    Plant behind beef crisis did not properly follow procedure: CFIA

    The Canadian Food Inspection Agency says the plant behind the massive beef recall was not properly following food safety measures. Agriculture Minister Gerry Ritz says the plant will not reopen until the CFIA is satisfied it's safe.
