    Premiers will listen to PM’s health-care proposal with 'open mind'

    Manitoba Premier Heather Stefanson, who chairs the Council of the Federation, says she and the country's 12 other provincial and territorial leaders will listen to the federal funding proposal for health care. The premiers have been calling for a substantial increase to the Canada Health Transfer.
