Sexual misconduct crisis a 'self-inflicted wound': Defence chief

Canada's new chief of the defence staff says the current sexual misconduct crisis in the Canadian Armed Forces is a "self-inflicted wound," and that he is open to new ways to address the problem. That includes more oversight of the military, and a way for troops to file complaints outside their chain of command.
