    Conservative Leader Erin O’Toole says a motion he’s putting up in the House of Commons to set up a special COVID-19 committee will be amended to try to quash the Liberals' threat of an election. But Liberal House leader Pablo Rodriguez insists it's inescapably a confidence matter.
