Prime Minister Justin Trudeau says Canada is considering whether to expel Russian diplomats but doing so would almost certainly mean Canadian diplomats in Moscow are also expelled. He says the "symbolic gesture" of expelling the Russians may not be worth losing Canada's connections to Moscow.
