The national economy can't recover fully from COVID-19 closures until parents are confident they have safe places for their children to be while they're at work, Justin Trudeau said Friday. He said some of the $14 billion his government has offered provinces would have to be spent on child care, though no provinces have taken the feds up on the offer yet.
