Erin O'Toole is pledging to scrap Liberal child-care deals signed with provinces in favour of a refundable tax credit, saying the Conservative approach will give flexibility and a bigger boost to lower-income Canadians. He says he will co-ordinate with Quebec to ensure his plan works for families in that province, where publicly funded daycare has existed for nearly 25 years.
