A far-flung coastal town on the northeastern tip of the Philippine mainland will play host to U.S. military bases indefinately, as Washington attempts to counter potential threats by Beijing. It lies across a sea border from Taiwan, the self-governing island that China regards as a renegade province to be reclaimed by force if necessary. The U.S. has vowed to defend the territory.
