Calls for Ontario to heed recommendations in Baldwin inquest

A coroner's jury has laid out 103 recommendations aimed at protecting kids involved in the child-welfare system. One children's advocate says the recommendations "honour" Jeffrey Baldwin who died in 2002 at age five.
